British and European poster sites are measured in sheets. One sheet is 508 × 762 mm (20 × 30 in), a 6 sheet is the 1200 × 1800 mm bus-shelter panel, and a 48 sheet is the classic 6096 × 3048 mm (20 × 10 ft) roadside billboard.

About this series
Outdoor advertising in the United Kingdom, Ireland and much of Europe is sold in sheet sizes. The unit is the old double-crown poster, and a site name tells you how many of those posters would cover it. Media owners, print shops and agencies all quote in these terms.
The 1 sheet is 508 × 762 mm (20 × 30 in), portrait. A 2 sheet is 762 × 1016 mm, a 4 sheet is 1016 × 1524 mm (40 × 60 in) and a 16 sheet is 2032 × 3048 mm, all portrait. The 6 sheet breaks the pattern: it is a metric 1200 × 1800 mm panel designed for bus shelters and street furniture, and it is the most common poster size in the country. Above 16 sheet the sites turn landscape and share a height of 3048 mm (10 ft): 12 sheet 3048 × 1524 mm, 32 sheet 4064 × 3048 mm, 48 sheet 6096 × 3048 mm, 64 sheet 8128 × 3048 mm and 96 sheet 12192 × 3048 mm (40 × 10 ft).
Three sizes matter most. The 6 sheet is the street-level poster seen at arm's length. The 48 sheet is the standard roadside billboard. The 96 sheet is the large-format site for major campaigns. Large sites are printed in sections and pasted or, increasingly, printed as a single vinyl or digital screen.
Sheet sizes have no relation to ISO paper; a 1 sheet matches B2 (500 × 707 mm) in width but is 55 mm taller. In North America billboards are sold by bulletin and poster panel sizes in feet instead, and the 30 sheet poster there is a different thing from the UK series.
A practical tip: design at a tenth of final size at 300 dpi, which gives 30 dpi at full size. That is plenty for a 48 sheet seen from the road, and it keeps the file manageable. Get the media owner's template for bleed and copy-safe areas, since panel frames can hide 50 mm or more.
